Affordability alone is not enough. Housing must be both inclusive and adequate, as cheap housing is not a solution if living conditions are substandard.

While it wasn’t government-commissioned, it sought collaboration with government representatives from the outset, ensuring their involvement through invitations to participate in project events.
Target
Individuals facing housing challenges – including those with low incomes, migrants, or those experiencing precarious housing situations.

Internal Allies
A network of 15 partner organizations, mostly NGOs, supported the project. Over time, a core group of five to six organizations emerged as committed allies.
External Allies
Some bureaucrats and politicians, particularly from left-wing parties, became strong supporters, especially after the political shift in Graz.
Describe each steps of the initiative
Kickoff Event (2019): launch event that saw 50–60 participants, including government representatives, NGOs, people with lived housing experiences, and experts. This served as a platform to outline the project’s direction and engage various stakeholders in identifying critical housing issues.
Community Workshop: workshop focused on the challenges faced by individuals in precarious housing situations. This workshop went beyond homelessness, addressing issues like rent affordability, eviction prevention, and substandard living conditions, and providing insights from vulnerable groups such as people with disabilities, migrants, and those with low incomes.
Forum Theatre Production: The project utilized forum theatre as a tool for creatively exploring housing issues. Midway through the process, open rehearsals were held to gather feedback on the play’s portrayal of housing struggles. Six performances were staged, encouraging audience participation and the generation of political proposals for change.
Citizen Council: Following the performances, a citizen council was organized to refine the political proposals. Proposals were voted on, and only those with 90% approval were included in the final report, ensuring strong consensus and actionable support for each recommendation.
